The paper describes the development of computational strategies for demand-responsive decentralized traffic signal control. First, a Dynamic Programming procedure is developed which serves as a standard of performance for demand-responsive control. Next, the procedure is simplified to make it suitable for on-line calculation. The procedure is then further refined by introducing a rolling horizon approach. This provides a practical approach for using on-line traffic data. Performance of the strategy is tested via the NETSIM simulation model.
