Doubling Throughput and Halving Project Durations: Lessons from Intel's OCF Strategy for Project Portfolio Management

תקציר

Effective project portfolio management strategies are critical for managing complex projects across various industries and organizations. The optimized cycle-time flow (OCF) strategy was designed within Intel to predictably reduce project cycle times and increase throughput for complex installation, deinstallation, and design projects in industrial plants. Built on seven principles, it aims to enhance strategic alignment and optimize collaborative planning and execution. This study examines the implementation of OCF across multiple case studies within the construction of two of Intel's semiconductor fabrication plants, saving hundreds of millions of dollars that would have been wasted by traditional acceleration actions and halving the time to market for new technologies. Results from implementation on 642 installation projects, 503 deinstallation projects, and 335 design projects showed cycle-time reductions of up to 49%, 43%, and 41%, respectively. Effective and committed leadership was critical in scaling up implementation. The results highlight the effectiveness of OCF in diverse project environments, demonstrating its capability to streamline project execution and improve overall efficiency.
