N2 - The paper presents effective ways to increase activity of slag Portland cement with a clinker content of 5-19%. The influence of complex sulfate-fluoride and sulfate-fluoride-alkaline activation is studied. The results obtained at the first stage of the research are used for investigating properties of concrete produced using the above mentioned low clinker slag Portland cement with a clinker content of less than 20%. The influence of different plasticizing additives and heat treatment on the strength characteristics of concrete has been determined. A method for design of concrete compositions using low clinker slag Portland cement is proposed.
