Plan of Cadastral Boundaries Reconstruction as a Tool of Acceleration of Planning and Registration

Abstract

The planning and registration processes are mutually dependent. What they have in common, among other things, is the proprietary information reflected in the layer of blocks and plots (the Cadastre) and the property rights in the land registry. The beginning of the cadastral information in Israel with the property rights registered during the Ottoman rule, a continuation of the land rights settlement process founded by the British Mandate rule and ending with plans for registration purposes that reflect the planning changes that affect property rights (parcelation and re-parcelation). The cadastral information looks simple; A series of lines and arcs that create closed geometric shapes called plots, but the process of calculating the plots is complex and contains a large variety of documents that must be based on when calculating the plots. Some of the documents were created more than 90 years ago, and the accuracy of the measurements in these documents vary according to the periods in which the measurements were made for the purpose of calculating the borders. Due to the complexity of the calculation of plots and the careful audit carried out by Survey of Israel (SOI) for the calculation of plots carried out by qualified surveyors on the one hand, and the paucity of dedicated personnel at SOI in particular and in the State of Israel in general, engaged in cadastre calculation and audit on the other hand, and against the background of the accelerated development of the real estate, the calculation and audit process continues of the target of the cadastre for a long time, and may delay the planning, development and registration processes. SOI made a strategic decision regarding the implementation of a Coordinate-Based Cadastre (CBC) as a means of speeding up planning, development and registration procedures in the State of Israel. The CBC concept is simple: the calculation of the cadastral information ahead of time, that is, in the first stages of the planning of the area. Thus, when the time comes to carry out detailed planning, development or registration, the information will be available and ready for use by the certified surveyors who accompany the aforementioned planning, development and registration processes. Starting in 2008, SOI promotes the decision through the initiation, execution and financing of large-scale projects of hundreds of CBC blocks. So far, more than 1,000 blocks have been included in these projects. As a continuation of this policy, SOI developed a new cadastral product called Plan for Boundaries Restoration. The sub-project is a type of CBC project conducted at the initiative of the landowners, it is directly related to the planning and registration needs of the area where it is prepared, and it is suitable for areas where detailed planning is carried out. SOI intends to allow the surveyors to submit the Plans for Boundaries Restoration for review at the beginning of the second quarter of 2014. The article presents the new product, the idea behind it and its use. The purpose of the article is to review the status of the preparation of Plans for Boundaries Restoration for the practical implementation, to present the director's instructions for its preparation, editing and submission for review, and to describe the objectives of the Plans and the CBC in the context of speeding up the planning and registration procedures
