N2 - In recent years, the Israeli education system has undergone a revolutionary change. The absence of a clear, uniform approach to higher education triggered the current paper, which focuses on an issue that is at the core of the public debate on higher education: Should the central agency or government intervene and regulate higher education? A review of the development of Israel's higher education, with a focus on the regulation of higher education, is followed by several global examples of the role of regulation, supervision, and quality assurance in contemporary higher education policy. The paper concludes with thoughts on Israel's current higher education policy and several directions for future development.
